(b) The value to be recorded for the 93 acres intended for conversion into a Park, after deducting that portion occupied by the old Military Ranges, should be at the same rate as that shown in the Colonial Secretary's schedule for the 30.15 acres of building land round the Park; and for the purposes of this exchange the value of the old military Ranges should be taken as being one half of the total area of 46.50 acres and the value thereof $493,177.

That Stonecutter's Island, which formed the subject of correspondence between the Colonial Secretary and Colonel Brown, noted in 28206/03 should be transferred to the General Officer Commanding as Colonial Military land at a record value of $1 per acre, the Colonial Government retaining and enclosing the site of the magazine, now required for a battery, and providing free access for military purposes to land at the present boundary of the existing Military Reserve at the N.E. point of the island. If the Island is hereafter surrendered to the Colonial Government the War Department is to receive a credit in the Colonial Military Lands Account at the nominal rate of $1 per acre. The transfer to the War Department will not affect the Admiralty use of the Naval Ranges on the Island.
